130906-Z-HC784-104 -- Cutting a ribbon to open the newly-expanded and renovated Joint Reserve Intelligence Center-Detroit are Capt. Douglas Upchurch, director of Defense Intelligence Agency’s Joint Reserve Intelligence Program; Mr. Dennis Biddick, deputy assistant secretary of the Navy for reserve affairs; and Rear Adm. Gordon Russell, commander of the Information Dominance Corps Reserve Command. The men cut the ribbon during a dedication ceremony Sept. 6, 2013, at Selfridge Air National Guard Base, Mich. The reconstruction and renovation project expanded the facility from about 6,000 to 26,000 square feet. JRIC-Detroit is currently home to more than 250 active-duty, reserve, National Guard, and civilian intelligence professionals from throughout Michigan. (U.S. Air National Guard photo by John S.
